KANSAS CITY, Mo. --
The U.S. Army Corps of Engineers continues to encourage the public to use the Regulatory Request System (RRS) for an improved permitting experience. RRS, launched Jan. 31, 2024, provides a straightforward, transparent process for the timely submittal and review of permit requests.
“USACE continues to make improvements to the Regulatory Request System to enhance its functionality and make the permitting process easier and faster for the public,” said Mr. Stephen L. Hill, chief, Operations and Regulatory. “We are encouraging greater use of RRS because this automated system also increases the efficiency of our regulatory staff when making permitting decisions.
“Our goal is to see use of the system continue to grow and become the primary way through which we interact with the public and provide support on regulatory matters.”
The RRS web application is designed to be user friendly. The home page encourages users to get started by answering a few questions to determine whether a permit is required and how best to contact a Regulatory district office. The home page also offers important information and education on the Regulatory Program. RRS allows the public to submit individual permit applications, general permit pre-construction notifications, jurisdictional determination requests and other information needed during the permit evaluation process using easy-to-follow online submission forms.
In January 2025, USACE launched the RRS public notice module to further enhance transparency and improve public engagement. The module allows users nationwide to identify projects of interest, view public notices and associated documents, and submit comments all in one convenient platform. Users can easily search for notices by project name or address, organize them by state or district, and view notices in either a table format or on an interactive map.

RRS also features a Help Desk that is responsive, interactive and can assist with troubleshooting issues – a great resource for new applications.
