This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This Incumbent of this position works on hazardous waste remediation projects and is familiar with the requirements of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Resource Conservation and Recovery Act (RCRA) regulations.

Duties

  • Prepares plans, specifications and design analyses for contaminated environmental site re-mediations and long-term operations and monitoring.
  • Supplies expertise for a wide-range of HTRW remedial technologies including in-situ remediation, soil excavation, waste disposal and sustainable design.
  • Plan field investigations, exploratory work on hazardous waste sites.
  • Coordinates Corps-wide review of EPA and DOD project documents, resolves conflicting comments, and consolidates comments into a Corps response.
  • Composes a variety of finalized technical correspondence, prepares reports and makes telephone contracts as required.
  • Assists Project Managers by establishing, maintaining and updating complete and accurate schedules and budgetary data for all assigned projects in a timely manner.

Conditions of Employment

  • Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET).
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One-year probationary period may be required.
  • Serves as an incidental motor vehicle operator.
  • The incumbent may participate in a medical surveillance program.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

GS-11 Specialized Experience: One year of specialized experience which includes performing biddability and constructability review of plans and specifications, construction engineering, dredging, hydropower facility improvements, quality assurance, contract administration for civil works construction projects, contract negotiations, and preparing contract modifications. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

GS-12 Specialized Experience: One year of specialized experience which includes performing biddability and constructability review of plans and specifications, construction engineering, dredging, hydropower facility improvements, quality assurance, contract administration for civil works construction projects, contract negotiations, and preparing contract modifications.
