Position Title: Interdisciplinary. This position can be filled using any of the following series:

  • General Engineer, GS-0801
  • Architect, GS-0808
  • Civil Engineer, GS-0810
  • Mechanical Engineer, GS-0830
  • Electrical Engineer, GS-0850

Series/Grade: GS-08XX-07/09/11/12, Multiple positions may be filled from this notice

Organization: U.S. Army Corps of Engineers, Kansas City District, Engineering Division, Cost Engineering Branch

Duty Location: Duty location Kansas City, MO.  Remote work not authorized.

Salary Range: $49,793-$124,061 per annum, includes applicable locality supplement.

Work Schedule: Full-time

Appointment Type: Permanent

Start Date: Continuous and open. 

Travel Requirement: Approximately 10% Temporary Duty Travel required

Relocation: Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interest of the government.

Qualifications Requirements: To qualify, you must meet the education and/or experience requirements described below. This education and/or experience must be described/reflected in your resume and/or transcripts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

  Specialized Experience:

Minimum Qualifications for GS-07:

At least an accredited engineering degree from a college or university with a GPA of 3.0.

Specialized Experience for GS-09:

At least one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes:

-Assisting senior level personnel in development of construction quantities and cost estimates and applying knowledge of cost engineering theories and practices.

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages

Minimum Qualifications for GS-11:

At least one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes:

-Development of construction quantities and cost estimates; applying knowledge of cost engineering theories and practices.

-Computing costs considering project location, work shifts, numerous indirect costs, intangibles and variables.

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Minimum Qualifications for GS-12:

At least one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes:

-Development of construction quantities and cost estimates at the various stages of planning, design, and construction; applying an in-depth knowledge of cost engineering theories and practices.

-Computing costs considering project location, work shifts, numerous indirect costs, intangibles and variables.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Responsibilities/Duties: Works within a multidiscipline team of engineers, architects, and/or other science related fields. Construction cost estimates cover all features of projects such as architectural, mechanical, electrical, structural, geotechnical, environmental, topographic, utilities, etc. for heavy, commercial, residential, and environmental type projects.  Example project types may include channels, canals, waterway improvements, dredging, construction of breakwaters, revetments, levees, single and multipurpose dams, power generation, power transmission, utility relocations, environmental remediation, hospitals, warehouses, housing, hospitals, airports, remediation and remodeling of existing projects, buildings, structures, and other projects related to Air Force, Army, and other military customers.

Duties include preparing construction cost estimates, construction schedules, cost and schedule risk analyses, and supporting project management with total cost management.  These duties occur through various phases of planning, budgeting, design, and construction using field data, concept sketches, and/or plans and specifications furnished by team members.

Computes costs considering project location, work shifts and overtime, cost of transportation, equipment capabilities, rental rates, depreciation, mobilization and demobilization, temperature, weather, land costs, availability of utilities, contractor overhead, excavation, borrow and soil areas and numerous indirect costs, intangibles, and variables. Works with team members in developing reasonable construction means and methods for the work proposed. Develops construction schedules based on production rates of estimated construction crews. Performs cost risk analysis on projects to determine potential range in contract and project costs.  Utilizes microcomputer aided cost engineering system (MCACES), other Tri-Service Computer Aided Cost Estimating System (TRACES) software, Microsoft Office, Crystal Ball, and other software to accomplish work.

Regularly makes site visits to gather information. Advises project personnel on matters pertinent to construction costs and methods. Contacts manufacturers and suppliers regarding new equipment and materials and their uses. Performs research, locates sources of information, and complies reference material to assist in developing estimates for new construction methods and unconventional criteria. Negotiates or assists in the negotiation of construction contracts and subsequent modifications. Level of responsibility will be differentiated by experience and level of oversight required of a senior cost engineer.
