SALARY RANGES:  (Full performance level of the position depends on the position being selected for)

GS-09: $59,966 - $79,830

GS-10: $66,036 - $87,909

GS-11: $72,553 - $96,586

GS-12: $86,962 - $115,766

WORK SCHEDULE: Full time

INCENTIVES: Relocation, Recruitment and/or Advance In Hire incentives MAY be available.

Construction Control Representative has full responsibility for the management and surveillance of assigned civil works and/or Military Construction projects.

RESPONSIBILITIES:

• Provide technical assistance and support on the review of construction project plans and specifications to determine site compatibility and anticipated problems.

• Observe work in progress and inspect completed work to ensure at an acceptable level of workmanship, and to ensure that the project is being built to comply with the contractual plans and specifications.

• Use the three-phase inspection process to perform quality assurance, while coordinating with the contractor’s quality control team.

• Review contractor’s submittals of materials and equipment to ensure contract compliance.

• Visit on-going construction sites to perform quality assurance and construction contract administration activities, reporting back to the Contracting Officer’s Representative.

• Read and interpret engineering and architectural plans and specifications, in coordination with the Contracting Officer’s Representative.

QUALIFICATIONS:

Who May Apply: US Citizens would possess the experience described below.

GS-09 Specialized Experience: One year of specialized experience equivalent to the GS-08 grade level in the Federal service.  Specialized experience includes performance of tasks such as: Inspecting standardized construction methods and/or workmanship, materials and practices for construction projects such as military, civil works and/or environmental projects; Insuring adherence to safety requirements for construction projects such as military, civil works and/or environmental projects; and identifying and reporting problems and deficiencies in the work, and/or writing project inspection reports.  This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

GS-10 Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service.  Specialized experience includes performance of tasks such as:  Review of project plans and specifications for construction activities such as bid ability, constructability, site compatibility and anticipated problems; Recommends requirements concerning construction scheduling, progress reporting, work acceptance procedures, and safety measures; and Observes all construction phases to insure compliance with contract schedules, specifications and shop drawings for a variety of construction programs such as military construction, civil works projects and/or environmental.  This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

GS-11 Specialized Experience: One year of specialized experience equivalent to the GS-10 grade level in the Federal service.  Specialized experience includes performance of tasks such as: Conduct quality control procedures, such as: inspection instructions, control measuring and/or testing equipment; Review construction contracts to ensure construction projects proceed on schedule and in accordance with contract plans and specifications; Identify, evaluate, and recommend appropriate solutions to resolve construction problems; conduct quality control of construction project ensuring practices are met for a variety of construction programs such as military construction, civil works projects and/or environmental; and Assures contractor adherence to the approved safety program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).

GS-12 Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service.  Specialized experience includes performance of tasks such as: Interprets and conforms established policies, regulatory guides and accepted construction management practices; Manage job site construction for a variety of construction programs such as military construction, civil works projects and/or environmental; Observe and investigate all construction phases to ensure compliance with contract schedules and specifications for various construction contracts; prepares briefings, status reports, and correspondence of findings and recommendations; and Evaluating the contractors quality control program to ensure compliance with contract quality management requirements and procured material and equipment for conformance with specifications.  This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
