As part of its obligations under Section 106 of the National Historic Preservation Act, USACE is now developing a Programmatic Agreement (PA) in consultation with the Kansas State Historic Preservation Office, Shawnee Tribe, Osage Nation, Pawnee Nation, and Kaw Nation. The PA will outline how USACE will identify, evaluate, and resolve adverse effects to historic properties that may be effected by the project. USACE also invites individuals and organizations with a demonstrated interest in the undertaking, and other members of the public to participate in the PA consultation process. All requests to participate must be received no later than December 12, 2025.&lt;br/&gt;

      <description>The U.S. Army Corps of Engineers, Kansas City District, has coordinated with the Missouri State Historic Preservation Office to prepare a draft Programmatic Agreement in compliance with Section 106 of the National Historic Preservation Act for the Lower Osage Ecosystem Feasibility Study. In doing so, USACE invited the participation of the Advisory Council on Historic Resources and 12 Federally-recognized Native American tribes. The draft Lower Osage Ecosystem Restoration Feasibility Report and Environmental Assessment was previously released for public review and comment on October 1, 2024 and the comment period closed on October 31, 2024. The overall purpose of the feasibility study is to identify a plan that will achieve ecosystem restoration benefits along the Lower Osage River. This draft Programmatic Agreement is being made available for public review and comment for 30 days, beginning on November 1, 2024 and closing on November 30, 2024. The Draft Report and supporting information are provided with issuance of this Public Notice on 6 November 2023 to initiate the 30-day public review and comment period. The comment period was extended on 17 November 2023 to close on 15 January 2024. This Public Notice and project related information are being provided to solicit public input on the Draft Report and the proposed recommendations. All comments will be accepted and made part of the public record. The USACE-NWK will consider all pertinent comments in preparing final documentation for completion of the Watershed Study through signature of the Final Report by the USACE Northwestern Division Commander.

      <description>The U.S. Army Corps of Engineers (Corps), Kansas City District, has prepared a draft Master Plan for Harry S. Truman Dam and Reservoir (Truman Lake) with an Environmental Assessment and a Finding of No Significant Impact (FONSI) that are available for public review. These documents were prepared in accordance with the National Environmental Policy Act, and existing Corps policy and regulations. Truman Lake is a multi-purpose project located in the Osage River basin of west-central Missouri in Bates, Benton, Henry, Hickory, St. Clair, and Vernon Counties. The prior Master Plan for the project was prepared in 1988. Since that time, recreational use patterns, land usage, and populations of surrounding towns have changed. In addition, the regulations guiding master plans have been updated.
