The project site is located northeast of the intersection of North Congress Avenue and Northwest 108th Street in Kansas City, Missouri. The project location is within Section 25, Township 52 North, Range 34 West, Platte County, Missouri. ACTIVITY: The applicant proposes to permanently discharge fill into 1,560 linear feet (0.10 acres) of four tributaries to Second Creek, and 0.94 acres within four wetlands (waters of the United States) for the construction of the Congress Avenue Industrial Development.

    The U.S. Army Corps of Engineers, Kansas City District announces the proposed establishment of an Umbrella Bank mitigation program within Missouri. There are 18 ecological drainage units (EDUs) in the State of Missouri. The proposed CIMP Umbrella Mitigation Bank would operate and establish compensatory mitigation sites within the following seven (7) EDUs within the State of Missouri: Blackwater/Lamine, Nishnabotna/Platte, Osage/South Grand, Grand/Chariton, Gasconade, Osage, and Moreau/Loutre (partially within the USACE Districts of Kansas City and St. Louis).
