Draft Grand River Feasibility Study & Environmental Assessment

Published Oct. 7, 2019
Expiration date: 11/20/2019

The U.S. Army Corps of Engineers, Kansas City District, has prepared a draft Environmental Assessment and draft Finding of No Significant Impact (FONSI) in accordance with the National Environmental Policy Act (NEPA) of 1969, as amended, for the Grand River ecosystem restoration feasibility study. Components of the tentatively selected plan would be located on and around Pershing State Park, Fountain Grove Conservation Area and Swan Lake National Wildlife Refuge in Carroll, Chariton, Linn and Livingston counties in north central Missouri. The tentatively selected plan also includes implementation of bank stabilization projects in the upper portion of the Locust Creek sub-basin. Projects may be implemented in the Watkins Creek-Locust Creek (excluding the portion in Iowa); East Locust Creek; West Locust Creek; and Locust Creek watersheds. The overall purpose of the study is to identify a plan that will achieve ecosystem restoration benefits within the Lower Grand River sub-basin. Specifically, to reverse the trend of degradation of wetland, aquatic and floodplain habitats within the areas of Pershing State Park, Fountain Grove CA, Swan Lake NWR, Yellow Creek CA, and surrounding public and private lands. The U.S. Army Corps of Engineers has made a preliminary determination that the proposed action would not result in significant degradation to the environment and therefore supports preparation of a draft FONSI. The EA, draft FONSI and supporting information are provided with issuance of this Public Notice on October 8, 2019 to initiate the public review and comment period, which will extend until November 20, 2019.
