Military Branch

MISSION

The Military Branch is responsible for the negotiation for, and acquisition of, real estate interests required for District military missions. This is accomplished either by direct purchase, leasing or condemnation. This Branch executes deeds and any curative documents; coordinates acquisition of title evidence, closes and directs projects, leases land managed by the Corps, Army and Air Force for their use; and organizes real property managed by the Corps, Army and Air Force. It also conducts planning and cadastral services, initiates and administers leasing of property for all military recruiting offices and reserve center facilities within our military boundaries. The Military Branch grants realty rights to others to use Corps, Army and Air Force real property to accomplish a variety of Congressionally authorized purposes. It grants temporary use through leases for cattle grazing, row cropping, city and state parks, and state wildlife areas. It grants permanent use with perpetual road easements to cross Government property and in the disposal of Government land, buildings and timber. This Branch performs compliance inspections of its temporary grants. This activity generates approximately $1,000,000 in revenue annually.

The military mission includes The Armed Forces Recruiting Program. This Program is managed as part of a nationwide effort which the Real Estate Division supports with a current $4.2 million budget for the management and leasing of over 240 facilities with approximately 180,000 square feet of space.

The Installation Support Program provides realty services to Army and Air Force bases that involved a budget of over $1 million. Additionally, there is an ongoing real estate support effort provided to the U.S. Army Reserve and the National Guard.

This Branch is responsible for environmental matters pertaining to Hazardous, Toxic and Radiological Waste (HTRW) clean up along with management and execution of the Defense Environmental Restoration Program. The Branch also supports the HTRW clean up efforts by providing support to EPA and to Project Management Division. 

MILITARY SUPPORT

The Real Estate Division continues to provide support to our military customers:



For the US Army, US Army Installations, Army Reserve, Army National Guard, Air Force, Air Force Reserve, Air National Guard, Coast Guard, and the Recruiting Command.

For our recruiting program which has been outstanding over the years, and we continue to provide a 99 to 100% completion rate of the yearly programmed actions. Our Headquarters (USACE) has a mandated requirement of a 95% completion rate.

For the Defense Environmental Restoration Program (DERP) and the Formerly Used Defense Sites ( FUDS).

 

FUNDING

The Real Estate Division Military missions are funded by the following types of appropriations:

Army: Operation and Maintenance (O&M) funding for Reserves and Installations is provided on a yearly basis by fiscal year appropriation. Funding is provided by Installations for work other than Operation and Maintenance (O&M).

Air Force: Operation and Maintenance (O&M) funding for Air Force is provided on a yearly basis by fiscal year appropriation. Funding for large programs such as missile site disposals is provided by special appropriations.

Recruiting Command: A yearly fiscal year appropriation is provided for work for the Recruiting Program, which provides space for the recruiting offices of the Army, Air Force, Navy and Marines.
